National Palace adopts amendments to Money Laundering, Terror Financing Law

PORT-AU-PRINCE, Haiti (sentinel.ht) – A meeting of the Council of Ministers was held Tuesday where among other things, the amendments to the November 11, 2013 law, clarifying the sanctions against Money Laundering and Terror Financing.
It was in haste to avoid impending sanctions by the United States and restrictions on international banking that the former President Michel Martelly had enacted the original bill.
In meetings that began in February 2016 with representatives from the Federation of Bar Associations and the Professional Association of Banks, the Chamber of Deputies began refining the law and presented amendments to it. Recall the hostile protest by then-Deputy Arnel Belizaire (Delmas/ind.) who decried the ambiguity in the original law.
On Tuesday, the President of the Republic, His Excellency Jocelerme Privert with Prime Minister Enex Jean-Charles at his side, presided over the Council of Ministers at the National Palace.
Several bills have been adopted during the meeting, notably the less ambiguous Act of November 11, 2013 sanctioning money laundering and terrorist financing.
Other bills adopted were on the organization and functioning of the Central Financial Intelligence Unit (UCREF), a bill amending the law of December 18, 2002 establishing a financial nature organization called the Road Maintenance Fund (FER).
